A restricted ministerial council in Tunisia approved on 23 October bank financing of up to 150 million dinars for olive oil purchases by the National Oil Office (ONH), a storage programme for up to 60,000 tonnes of oil if needed and a higher sea-freight premium for packaged oil. The government put 2025/26 production at 500,000 tonnes and exports at 399,000 tonnes by the end of September. In Spain, Poolred data published on 26 October put extra virgin at €3.07/kg, and Minister Luis Planas said the decision on the withdrawal mechanism will come in the first days of November. Tunisia's olive oil market

The restricted ministerial council that Prime Minister Sarra Zaâfrani Zenzri chaired on Friday 23 October approved bank financing of up to 150 million dinars for olive oil purchases by the ONH. It also approved a storage programme for up to 60,000 tonnes of oil for three months, which applies only if needed and is capped at a total cost of 20 million dinars. Small farmers get 20 million dinars of preferential credit through the BTS bank, and the sea-freight premium for packaged oil rises from 50% to 60% and now also covers packs above three litres and up to five litres. The draft 2027 finance bill carries a further credit line of 100 million dinars for 2027 to 2030.

In the same communiqué the government put 2025/26 production at 500,000 tonnes, against an average of 303,000 tonnes over the previous five seasons, a rise of 65%. Exports reached 399,000 tonnes by the end of September 2026 and are expected to total 415,000 tonnes for the whole campaign, including 60,000 tonnes of packaged oil and 58,000 tonnes of organic oil, up 12%. Domestic consumption came to 50,000 tonnes against an average of 35,000 tonnes, and the ONH has raised its storage capacity to 100,000 tonnes from 90,000 tonnes. These are campaign figures, since Tunisia's campaign starts in November, and the communiqué gives no forecast for 2026/27.

There is still no official national forecast for 2026/27. Harvest openings are set region by region, and in the governorate of Tunis picking starts on 3 November, according to La Presse.

Spain's olive oil market

Agriculture minister Luis Planas said on 26 October, on arrival at the meeting of EU agriculture ministers in Luxembourg, that the ministry will decide on activating the olive oil marketing standard for 2026/27 in the first days or the first week of November. He had earlier given the first half of November. The standard allows part of the crop to be withdrawn from the market, and on 20 October the four main farm and cooperative organisations asked for the standard to be applied at once.

Poolred data published by ASAJA-Jaén on the morning of Monday 26 October put extra virgin at €3.07/kg, virgin at €2.93/kg and lampante, the lowest grade of virgin olive oil, at €2.79/kg for 20 to 26 October, with 52 trades and outflows of 3,639 tonnes. The report came out on the last day of the period it covers, so it is a snapshot rather than a closed week. The previous ASAJA report, published on 19 October, gave €3.16/kg, €2.99/kg and €2.88/kg, and as neither covers a closed week no weekly change is calculated here.

The Junta de Andalucía's price observatory had not posted week 43 by 28 October, so its latest week is still 12 to 18 October, with extra virgin at €3.17/kg, virgin at €3.04/kg and lampante at €2.97/kg. Oleista's Spanish row for week 44, a mid-week quote, gives €3.08/kg, €2.95/kg and €2.85/kg.

The Guardia Civil's Operation Oretania led to 12 arrests, 8 of them in Jaén, 2 in Málaga and the others in Córdoba and Madrid, El Español reports. Officers carried out 14 searches and immobilised 34 tanks holding more than one million kilograms of oil. Investigators believe that since January 2023 more than seven million kilograms of ordinary virgin oil were passed off on paper as organic extra virgin, through simulated purchases from Spanish mills and cooperatives and imports from Portugal that never took place, and they put the illicit profit at more than €4 million. No company has been named.

Binding offers for Deoleo were due on 26 October, according to unnamed sources reported by Distribución Actualidad, and no outcome or company filing had been published by 28 October. ASAJA, COAG and Unión de Uniones called a tractor protest in Madrid for 28 October without UPA, and olive oil is not among the demands published so far.

Current origin quotations (Poolred via ASAJA-Jaén, 20 to 26 October):

  • Extra Virgin Olive Oil (EVOO): €3.07/kg
  • Virgin Olive Oil (VOO): €2.93/kg
  • Lampante Olive Oil: €2.79/kg

Greece's olive oil market

The Agioi Apostoloi cooperative in Laconia sold 140 tonnes of early-harvest Athinoelia extra virgin from the 2026/27 crop to a trader at €4.10/kg, AgroTypos reported on 21 October. The first auction of the season, a lot of 55 tonnes, fetched €5.95/kg and three tankers later sold at €4.60/kg, and the cooperative says that in a few days the price fell by €1.85/kg. This is one private sale and not a market average.

Peloponnese olive growers protested outside the regional authority in Tripoli on Friday 23 October. Kostas Apostolopoulos, president of the Chandrinou farmers' association, said the price in Messinia has fallen to €3.20 to €3.30/kg while production costs are estimated at €3.50/kg, without saying whether he meant old or new crop. The growers are asking for guaranteed minimum prices that cover production costs, compensation for lost income and cheaper inputs. Oleista's Greek row for week 44 gives extra virgin at €3.41/kg, virgin at €2.80/kg and lampante at €2.35/kg.

Current quotations (Greece):

  • New-crop EVOO, Agioi Apostoloi sale of 21 October: €4.10/kg
  • EVOO, Oleista, week 44: €3.41/kg
  • VOO, Oleista, week 44: €2.80/kg
  • Lampante, Oleista, week 44: €2.35/kg

Italy's olive oil market

Neither ISMEA nor the sector bodies published a national production estimate for 2026/27 between 21 and 27 October, and Oleista's Italian row still dates from week 42. The ICQRF stock report for 31 October usually appears in the first half of November.

Current quotations (Oleista, week 42):

  • EVOO: €4.75/kg
  • VOO: €3.00/kg
  • Lampante: €2.71/kg

Portugal's olive oil market

The SIMA olive oil bulletins for weeks 41 and 42 could not be opened, and INE has not published a forecast for 2026/27, so no new official price is available for Portugal this week.

Morocco's olive oil market

At the start of the 2026/27 harvest, olives are selling at 4 to 6 dirhams per kg depending on quality, Hespress reports, and farmers expect further falls because mills still hold large stocks from 2025/26. Kamal Benkhalid, president of the olive interprofession, had earlier told Hespress that he expects oil prices not to exceed 70 dirhams per litre at the start of the season. No official estimate for 2026/27 has been published.

Turkey's olive oil market

Turkish exports of olives and olive oil fell 28% in January to September 2026, from $381 million to $273 million and from 121,000 to 87,000 tonnes, according to M. Emre Uygun, president of the Aegean olive and olive oil exporters' association, quoted by Ticaret Gazetesi. Olive oil export volume fell 53% to 15.7 thousand tonnes and revenue fell 48% to $82.1 million. These are calendar-year figures from the exporters, not TÜİK data. Uygun asks the EU to raise Turkey's olive oil quota from 100 tonnes to at least 60,000 tonnes and the United States to remove its additional 12.5% tariff. The olive council UZZK has not yet published its 2026/27 estimate.

Olive oil tariffs in China and the United States

Commissioner Maroš Šefčovič's press remarks of 9 October on the trade consultations between the EU and China list olive oil among the EU products on which China will lower its tariffs, in a package worth almost €4 billion in current exports and at least €225 million in duty savings. The Commission gives no start date. The date of 1 January 2027 comes from Agence Europe, and the new rates for olive oil have not been published.

In the United States, the Section 301 notice sets a 10% tariff on EU goods from 24 July 2026, with exceptions listed in its annexes, and it is still not confirmed whether olive oil is among them.

Brazil's olive oil imports

Brazil imported 80,768 tonnes of olive oil in the 2024/25 crop year, the International Olive Council said on 23 October as it launched a promotion campaign in the country. The IOC published no statistics or price data between 21 and 27 October.

Market outlook

Tunisia starts 2026/27 with state financing for purchases and storage in place, after a 2025/26 campaign of 500,000 tonnes and exports of 399,000 tonnes by the end of September. In Spain, Poolred put extra virgin at €3.07/kg for 20 to 26 October, against carryover stocks of 356,914 tonnes and a ministry estimate of 1,602,596 tonnes for the new campaign, while a Laconian cooperative sold early-harvest extra virgin at €4.10/kg. The Spanish withdrawal decision and the Tunisian purchase programme matter most to mills in both countries deciding when to sell new oil, and to buyers planning purchases for the first months of 2026/27.

The next figures to watch are Spain's decision on the marketing standard in the first days of November, the opening of the Turkish export season on 1 November, the ICQRF stock report for 31 October in the first half of November, the UZZK estimate for Turkey and AICA's October data, the first month of 2026/27, in mid-November.

Clarification to the week 43 digest

Our article of 22 October said that the marketing standard can be triggered when opening stocks plus production reach 120% of the average of the previous six campaigns. The Spanish competition authority CNMC, as reported by elDiario.es on 6 October, describes the threshold as 120% of the average of the two highest marketing levels of the last six campaigns. The wording will be checked against the official text in a later digest.
